My experience of rejecting all candidates [MCD ELECTIONS 2012]


Yesterday only, I published a post stating that I will be using form 17A- Rule 49-O while MCD Elections here in Delhi. Soul reason behind same was incapability of candidates.

In this post I am writing about my experience of using my right; right to reject. Also to mention, not only me but four other members of my family used the same right and rejected all the candidates.

After the verification of my identity, I was asked to sign in register 11 A and that’s what I was exactly looking for; here goes the discussion I had with my booth officer regarding right to reject.

(All conversation in Hindi)

Me: “Ma’am can you give me form 17A”

BO1: “Form 17 A? What is that? (Shocked looks)”

Me:  “The form where I can sign and reject all candidates”

BO1: “We don’t know anything like Form 17 A. How can we give you?”

Me: “That’s something you should know. I am not booth officer; you’re”

BO2: “That rule has not started yet. It will be implemented next year”

Me: “Ma’am that rule is existent since 1997. You should have form 17A or register 11 A”

BO1: “What are you studying?”

Me: “I am perusing my Graduation from DU”

BO1: “Why do you want to reject all?”

Me: “Because, no one from this ward is capable of my vote”

BO1: “then you should not even vote, I also don’t vote”

Me: “Why should I not vote? Government is spending cr. to make people vote.”

BO1: “Anyways you don’t like anyone, so don’t vote”

Me: “I will vote, but, to reject all”

BO3: “What is it all you’re talking about?”

Me: “Sir, as per rule 49-0, I have right to reject all the candidates and that what I am here to do”

BO3: “We’re not aware of any such thing.”

Me: “Sir, all I need is register 11A, so, that I can write my comments and also not vote on EVM”

BO3: To BO1 “Find what is a register 11A and let me him sign”

BO1: While she is looking for register “Why do you want to reject. It will not make a difference. You should get at least 5-10 people along with you.”

Me: “Don’t worry ma’am my other family members are on their way”

and as she was looking for register 11A in all her documents, I opened the first page of register, that was lying in front of her and showed her that this is the register what we call register 11A.

She give me a weird look and asked “how do I knew it”

I told her that I read newspaper and the reason why I did not tell you before was because I wanted to see if you knew what register 11A was; which for obvious reasons you did not know.

She was pissed off like anything. I then signed and made a comment “I choose to reject all” and moved out.

Later my other family members went to cast a null vote. As they came back and I asked them what happened all they said was “These people were looking at us strangely but we did reject all”

I am now happy that at least 5 people were able to reject all candidates. May be this will send a positive ray of hope among others and may be more people will use their right next time.

I want to make a humble request to EC to make their booth officer, enough, educated about rules and rights of voters.

P.S. While I was writing this post, I heard that only 32 % voting was done till 3PM; really pathetic, shame on youDelhi.

My Vote goes for Form 17A; Section 49-O


In my earlier post, I’ve said that I am not going to vote for any party in these MCD Elections 2012. The soul reason is incapability of candidates. Though, there are ‘n’ number of candidates contesting elections from different parties but only two parties; Congress and BJP are in real battle ground. In my ward (Ward 9) both the candidate are known to nobody in the area. I don’t even know if any of those candidate ever graduated from college.

All I know is the the candidate from Congress is wife of personal-assistant of Mr Bitto; acting MLA of our constituency. Well, we know how she would have been able to land a ticket from Congress. Almost same goes for BJP.
Looking at above thing, I’ve decided to Vote-but-not-vote. I’ve decided that I will exercise my right to reject. I will go the pooling booth and ask for Form 17 A and under rule 49-O vote-a null vote.
Enclosed is a full procedure of how to exercise said right:
Text of Rule 49-O
According to the Rule 49-O in the Conduct of Elections, 1961, of India –
49-O. Elector deciding not to vote.- If an elector, after his electoral roll number has been duly entered in the register of voters in Form-17A and has put his signature or thumb impression thereon as required under sub-rule (1) of rule 49L, decided not to record his vote, a remark to this effect shall be made against the said entry in Form 17A by the presiding officer and the signature or thumb impression of the elector shall be obtained against such remark.
How to register a NULL VOTE?
Presently, as the EVMs don’t have any option to select NO candidate, to register a NULL VOTE, one needs to register his details at the polling booth, and then inform the presiding officer that he wishes to vote for nobody, or register a NULL VOTE, or vote against all candidates. In case of paper ballot, one can just stamp the names of multiple candidates or not stamp at all, to waste his vote.

BJP –a party of pessimist geniuses [MCD ELECTIONS 2012]


I grew up in a family which inherited hatred for BJP in me since the age of my understanding. Along with this enough spoon feeding was done to me to favor and support Congress. In an earlier post I accepted the above fact and blamed my family for same.

Today, in best of my understanding, I am writing about my ‘hatred’ for BJP. I know a lot of you would say that this is yet another post by yet another Congress patron. But take my words I have strong reasons to show my hatred towards BJP.

What were you able to understand? Drop that in comment box and by then read my interpretation:

1) Commonwealth Games scam;
2) Inflation.

THAT’S IT.

Now, will somebody from BJP tell me how do these two things matter to MCD?

Was MCD involved in Commonwealth Games scam? If yes then for BJP’s information; they were in power.

Does inflation fall under MCD governance? If yes then for BJP’s information once again; they were in power.

And if I look at the other side of coin and say yes Congress was involved (Which, I know they were) even then how does it matter to MCD elections 2012?

If BJP is so curious to take up this thing; they should do that in upcoming general or Delhi legislative elections. (And I will support them)
While these elections BJP should take up the issue of Roads, sanitation, rain-water harvesting, parks, and other civic issues and not corruption. The pessimisms in BJP have been a strong ideology. While general elections of 2009, I wanted a change from Rubber-stamp PM; but when I looked at Manifesto of BJP; it only had one thing in it. Corruption, terrorism, scams. The manifesto had nothing- positive they said they will do. This was the reason, why I choose Congress even when I strongly opposed it. Every time LK Advani (the lame duck of BJP) went to speak something; all he talked was negative and pessimistic in approach. Not even once he said that I will do this thing good or say better than Congress.

All the time he was talking about corruption, terrorism held while UPA. Not a single world of optimism. SICK.

Even after so many defeats because of same-old-pessimistic-manifesto; I wonder why BJP is walking the same road. GROW UP; Mr. pessimistic

A few more tits-n-bits

1) I hate BJP;
2) I think Narender Modi is going a good job- no doubt;
3) BJP is party of fools;
4) Congress does have some number of intellectuals;
5) Manmohan singh is a good but not people around him;
6) I do not want Sonia or Rahul to be PM; which I know they cannot;
7) It’s the time LK Advani should retire and Gadkari should loose some weight
8) BJP is involved in saffron terrorisms;
9) Congress is ‘raping’ this country;
10) In these MCD elections; my vote is for FORM 17A.

In my opinion BJP is all set to face defeat.

Only Reason I Blame My Family for


I come from an educated family and a politically sound family too. My father is a true congress patron, which makes it difficult for him to stand anything against this political party. And for but obvious reasons he cannot stand anything good about BJP. Since my childhood, one thing I have been listening and have been told ‘n’ number of times is- Support congress.

Even if in fun, I would say that “I will support BJP” My dad always say: “That will be your last day in this house”.

Well, my family’s too much support for Congress is what I blame them for. They have always been good with me and never gave me an opportunity to question them for anything. But at age of 22, I question my parents. Why did you made my political choice? Why did you not let me choose and decided which political party I should vote for.

Since, my childhood I’ve been listening all well about Congress. And it is stuck deep somewhere in my brains, which is thus difficult for me to simply trash. The first time I voted; I did it for congress. The sole reason behind same was because my dad always told me that BJP is bad, Congress is good.

I never had an opportunity to think for myself and analyse which political party I shall support- nor did anybody ask me. I remember, when I was in class 4th I had a fight with one of my class mate. Just because his father was a BJP supporter and mine- as you know Congress. I don’t remember how the discussion started but I remember well that it was regarding Congress is good, BJP is more good thing.

Today when I am enough educated and mature. I wish to make my own choice of political party. But I end up doing-none.  No matter how hard I try, I find it hell-difficult to support any other political party then Congress. This support is for choice of vote not support for their policies. I keep wishing that; my family should have provided me neutral political influence.

BJP ‘s big fat indian marrige


 In a country where most of the people doesn’t get 2 time meals in a day ,proper shelters to live here comes another big fat Indian marriage and the irony is that the marriage is in a state where a region called ‘vidharba’ have seen end less deaths of farmers due to burden of heavy loans Near this region another state called Nagpur where a big fat marriage recently held followed by reception on yet another grand scale, this comes from the house of Indian’s political party president ,His party’s big members say that ‘Party workers should must celebrate things in a small celebration with less money been spent’ In simple words the celebration for anything should be done on small scale but ignoring the words of big leader Mr Niting Gadkari went ahead to bring his son’s marriage on front page and biggest ever in Nagpur.
The celebration will last for 4 days including reception , It is expected that around 15000 people will be attending reception on Friday & 2lakh party workers on reception to be held on Saturday ,around 2500 close family members attended marriage.Among guest attending reception there are big leaders from different political parties and BJP also some business and bollywood personalities.
It is expected that All the hotels, guest houses, hostels, lodges and other private residence have been booked for the four-day gala wedding, several scores of luxurious vehicles have also been hired to ferry the guests to and fro
This marriage is considered to be the biggest and most expensive in recent time and especially in Nagpur
It is expected that only the cards costed Rs One crore the list of heavy expenses is followed like this
Per Plate cost on marriage =Rs 2000(App.)
2500 people attended marriage that equals to Rs 5000000Just on food
Per plate cost on reception to be held on Friday = Rs 2000(App.)
15000 People will be attending reception that equals to Rs 18000000
Per plate cost on reception to be held on Saturday= Rs 500(App.)
Lakh party workers are expected to attend that equals to=Rs 100000000
The flower arrangement costs app.. Rs 10 Lakh
The venue Rajwada place is itself among top most expensive places in Nagpur which app. costs 15 Lakh
Airbus 320 would be flying in-out to fly big leaders from Delhi to Nagpur for which Cost would be in crores
Many charted planes have been deployed to fly state politicians to Nagpur again bringing the bills in crores
State police is deployed in order to maintain security and traffic in state which brings heavy cost on govt budgets.
And list of expenses is countless
Whole point I want to make here is that its the president of a national political party who’s spending such a big amount on his son’s marriage It would be have been a benchmark if Gadkari would have restricted himself to a marriage but not with such high expenses I’m sure if he would have done other way the whole image of him personally and BJP as a party would be changed because then people like me would have been writing here a blog post titled ‘Gadkari’s son marriage was common people affair’.If he had married his son the ‘common people way’ I’m sure the prospective of people across the country would have been that yes now we have a political party president who is like us and doesn’t show his power and riches everywhere.
For other leaders be it from BJP or congress or another political party my message is “Do celebrate the occasions best way you can but do think once… half the India is hungry”
